Learning to call ducks is not hard it just takes alot of pratice, I suggest trying to get the mastering the art DVD primos has, it is a great instructional dvd and teaches you about everything you need to know about call ing ducks. As for decoys look around and see what you can dig up, I use to be into buying the cheapest decoys I could find, but I found those worked well for a bout a season, after the paint always chipped of and some even broke, now I am more about low priced bu good value, meaning I look for alot on sale, but you can also get good decoys at regular prices, the bass pro shops house brand decoys are great, Green head gear make a hot buy decoy thats a great one also. You may also look at www.wingsupply.com they usally have some good prices on decoys.

i know this isn't the best option but we've made a few kill over sillohuetes(don't check that for spelling biggrin.gif ) made out of 1/4 " luan, and paint. if you need to stake them into the ground we drilled small holes into the bottom and zip tied aluminum gutter spikes for "feet".
we used these until we finally filled out our flock by purchasing decoys a few at a time. when buying decoys at first we bought floaters and kicked grooves inthe ground for their keels. hope that helps.

Yeah thats another thought that I didn't even think of, usally if you have a local election of some office you may can go to the head quaters and get their old campaign signs and cut them and paint them into silo's I did that for goose decoys for a while.
